From the center of Bayahibe, head east on Calle Juan Brito. Continue straight until you reach the intersection with Avenida Dominicus. Turn left onto Avenida Dominicus and walk for about 15 minutes. You will see signs pointing to the public beach, which is near Hoyo Claro. Follow the signs towards 'Playa Dominicus', and as you get closer, ask locals for directions to Hoyo Claro, which is a popular spot.
