From Kuressaare Castle, head southeast on Tallinna street towards the city center. Continue on Tallinna street for about 1.5 kilometers until you reach the intersection with the main road, Route 10. Turn left onto Route 10. Follow Route 10 for approximately 23 kilometers. Look for signs directing you to Panga. Once you reach the village of Panga, turn right onto Panga road, and follow it for about 1.5 kilometers until you see Panga Lighthouse on your right. There is limited parking available near the lighthouse.
