    If you are in central Hagåtña, start by heading southwest on Route 1 (Marine Corps Drive). Walk for about 10-15 minutes until you reach the intersection with W O'Brien Drive. Turn left onto W O'Brien Drive, and the park will be on your right. The park is also a short walk from the Plaza de España. Exit the Plaza de España towards the west side and walk down Chalan Santo Papa until you reach Route 1 (Marine Corps Drive). Turn left and continue walking for about 15 minutes until you reach W O'Brien Drive. Turn left onto W O'Brien Drive, and you will find the park on your right.

In 1991, Santos founded Nasion Chamoru at this site, a grassroots organization that aimed to reclaim Guam as a Chamorro nation. The park was officially renamed in his memory in 2005.
