From the Old City Market, head west towards the waterfront. As you reach the sea, turn left and walk along the promenade. Continue until you reach the intersection with Eliezer Kaplan Street. Turn right onto Eliezer Kaplan Street. Walk straight for about 500 meters, and you will see Or Torah Synagogue on your left at number 13.
