Walking
If you are in the center of Beit She'an, head east on HaShmura Street. Continue straight until you reach the intersection with HaAliya Street. Turn left onto HaAliya and follow it until you reach the end of the street. At the end, turn right onto the main road (Route 90) and continue north. After about 1 kilometer, you will see signs for the Observation Tower. Follow the signs towards the tower, which is located in the nearby park area.
