From the central bus station, take bus number 1, 2, 3, or 6 towards the city center. Get off at the 'Centrs' (Center) bus stop. From there, head east on Zivju iela, and you will arrive at Rose Square. A single ride ticket purchased in advance costs €0.90, or €1.50 if purchased from the driver using a payment card.
