From any location in El Campanario, head towards the main road, Avenida Campanario. Walk straight until you reach the intersection with Avenida Constituyentes. Turn left onto Avenida Constituyentes and continue walking for about 1.5 kilometers. You should see signs for Cerro de las Campanas as you approach. The entrance to the park is located on your right.
