To protect the public highways from tidal surges, a seawall project was initiated in 1926 and completed in 1928 at a cost of $3.4 million, equivalent to approximately $26 million today.Following the destructive hurricane of 1947, the U.S. Army Corps of Engineers recommended creating an artificial sand beach to protect the seawall and highway. This project, carried out in 1951-52, raised nearly 13 miles of coast, from Henderson Point to the Biloxi Lighthouse, resulting in the expansive beach we know today. However, legal battles ensued, with the U.S. government filing a lawsuit against Harrison County to ensure public access to the beach. The Mississippi Supreme Court ultimately ruled that the state held title to the lands below the mean high tide, guaranteeing public access for all by 1963.Today, Biloxi Beach offers soft, white sands and calm waters, thanks to the barrier islands in the Gulf of Mexico.
