From Watkins Glen, head northwest on NY-14 N. Continue on NY-14 N for about 15 miles. Take a left onto Enfield Falls Rd. After about 1 mile, you will see the entrance to Robert H. Treman State Park on your right at 105 Enfield Falls Rd, Ithaca, NY 14850. There is a parking fee of $8 for non-residents, so be sure to have cash or a credit card ready.

Public Transportation
From Watkins Glen, take the Finger Lakes Public Transportation bus (Route 2) towards Ithaca. The bus will take approximately 30 minutes to reach Ithaca. Once in Ithaca, you will need to transfer to the Tompkins Consolidated Area Transit (TCAT) bus #22 that goes to Robert H. Treman State Park. The TCAT bus ride will take about 20 minutes. Be aware that fares for the bus are approximately $1.50 each way, so keep some change or a fare card handy.
