After reaching Pungcheonnyeon, ask the bus driver to drop you off at the nearest stop to Buyongdae Observatory. From there, it is about a 1.5 km walk uphill to the observatory. Follow the signs towards Buyongdae, and enjoy the scenic route as you approach the observation deck.
