If you're near Daegu Station, take Line 1 (the Orange Line) towards Ansim Station. Ride for 4 stops and get off at Duryu Station. Once you arrive, follow the signs to Exit 1. After exiting, turn right and walk straight for about 500 meters until you reach the entrance to Daegu 83 Tower, located at 200 Duryugongwon-ro.

From Daegu Station, you can take Bus No. 1 or No. 2. Board the bus and ride for about 10 minutes, getting off at the Duryu Park stop. From there, walk about 300 meters towards Duryugongwon-ro. The Daegu 83 Tower will be on your left side.
