You can walk there from Plaza del Torico, which is a central point in Teruel. Take a local bus towards the direction of Cella, which is about a 30-minute ride. Inform the bus driver that you wish to get off at the stop nearest to Vía Verde de Ojos Negros II. The closest stop is 'Calle de la Estación'. Once you get off, follow the signs toward the Vía Verde, which is about a 10-minute walk from the bus stop.

Starting from Plaza del Torico, walk down Calle San Juan and continue straight onto Calle del Cid. After about 500 meters, you will reach Estación de Autobuses de Teruel. From there, follow the instructions above for taking the bus to Vía Verde de Ojos Negros II.
