From the center of Notse, head southwest towards the main road (Route Nationale 1). Follow the road until you reach the intersection with Rue du Gouvernement. When you arrive in Benin City, ask the driver to drop you off near 8JJC+R4G, Ogogugbo, a location close to Oba Palace. From there, it should be a short walk to your destination.
