Rising from the heart of Tirana, the Kulla e Sahatit (Clock Tower) is a testament to the city's layered history. Constructed in 1822 by Et'hem Bey, the same figure behind the nearby Et'hem Bey Mosque, the tower initially symbolized progress and civic pride during Ottoman rule. The tower's original clock mechanism was imported from Venice, with a bell sourced from Germany in the 19th century. Standing approximately 35 meters (115 feet) tall, the Clock Tower was once the tallest structure in Tirana. Its architecture features a square stone base built with local limestone and a cylindrical tower topped with a dome-shaped roof and a viewing balcony. The tower has undergone several changes throughout the years. In 1928, the clock was replaced with a German-made mechanism, and after sustaining damage during World War II, it was rebuilt. A modern clock system was installed in 1970. Today, Kulla e Sahatit stands as one of the few surviving examples of Ottoman civic architecture in Tirana. Visitors can ascend the tower via a narrow spiral staircase with 90 steps to enjoy panoramic views of Skanderbeg Square, the Et'hem Bey Mosque, and the surrounding cityscape.
