From the main bus terminal in Puerto Iguazú, take the bus that goes to Foz do Iguaçu. Make sure to ask the bus driver to drop you off at the nearest stop to Parque das Aves. The trip takes about 30 minutes. Once you are dropped off, walk towards Av. das Cataratas and follow the signs to Parque das Aves, which is about a 15-minute walk from the bus stop.
