To reach the Bubali Bird Sanctuary via public transport from Oranjestad, take the Arubus route L10b towards the hotel area. The bus departs from the Arubus Terminal every 5 minutes. Ask the driver to drop you off near the Divi Phoenix; from there, it's a short walk to the sanctuary. The bus fare is approximately $3 USD. From the bus stop, walk towards the Old Dutch Windmill; the sanctuary will be on your left.
