King Albert I and his family resided in a villa here, making De Panne the de facto capital of unoccupied Belgium. The monument commemorates the evacuation of British and Allied forces from the beaches of De Panne in May 1940 during Operation Dynamo. The triumphal arch bears a Latin inscription: "Hic Leopoldus primus Belgarum rex XVIIa die mensis Julii Ao MDCCCXXXI terram belgicam ingressus est et solemniter receptus," marking the spot where Leopold I, the first King of Belgium, arrived on Belgian soil on July 17, 1831. The bronze statue of Leopold I, created by René Cliquet, stands within the arch, designed by Victor Martiny.
