Take a bus from Mostar bus station to the nearby town of Blagaj. Buses leave every hour and the ride takes about 20 minutes. From Blagaj, you can either take a taxi directly to Millennium Cross (which costs around 10-15 BAM) or walk along the R424 road for approximately 4 km. Be cautious while walking as the road can be busy.
