Before the modern community was built, eastern Chula Vista formed part of the wider agricultural and ranching landscape around the city, where open land and cultivated fields extended towards the Otay hills. Chula Vista's growth gradually moved eastwards during the twentieth century as roads, utilities and new housing expanded beyond the older areas near the bay. Eastlake emerged from this broader transformation of undeveloped and agricultural land into planned residential districts rather than from an older town centre or historic settlement. Its identity is therefore closely tied to late twentieth-century suburban expansion and the region's demand for new homes.

Residential construction in Eastlake gathered pace from the late 1980s and continued through successive development phases. Instead of growing incrementally along an established commercial street, the area was laid out as a coordinated collection of villages with landscaped roads, schools, recreation facilities, small commercial centres and homeowners' associations. Names such as Eastlake Village, Eastlake Greens, Eastlake Woods, Eastlake Trails and Eastlake Vistas reflect this phased pattern of development. Lakes, golf-oriented landscaping, parks and pedestrian routes were incorporated into the neighbourhood plan, giving Eastlake a consistent suburban landscape distinct from Chula Vista's older western districts.

A major change in Eastlake's public profile came with the development of the United States Olympic Training Center, which opened in 1995 as a dedicated high-performance sports facility. Its location brought elite athletes, coaches and sporting events to a primarily residential part of Chula Vista and added an institution with national significance to the local landscape. The complex later became the Chula Vista Elite Athlete Training Center, reflecting a broader role in athlete development and sports programming. Its fields, aquatic facilities and training infrastructure remain an important part of Eastlake's connection with organised sport.

As construction continued, Eastlake developed from a new housing frontier into an established suburban community with schools, parks, retail services and long-term resident networks. Later growth around Otay Ranch and the eastern edge of Chula Vista added further housing and commercial activity nearby, making the boundary between local communities more urbanised while leaving Eastlake's village-based identity intact. Today its history is visible less through preserved historic buildings than through planned street layouts, community amenities, landscaped public spaces and the continuing presence of the Elite Athlete Training Center.
