From Parque de los Novios, walk two blocks towards the bay. Paseo Bastidas will be directly in front of you. The walk is short and easy, allowing you to soak in the atmosphere of the historic center. No cost is involved.

Local buses frequently run through the city center. Look for buses with 'Centro Histórico' on their route. The fare is approximately 2,300 COP. Ask the driver to drop you off near Paseo Bastidas. From the drop-off point, it's a short walk to the promenade.
