From Roseau, take a local minibus heading towards Laudat. These minibuses depart from the main bus station on River Bank. The fare is approximately EC$4.50 (US$1.67) each way. Ask the driver to drop you off near Titou Gorge. From the drop-off point, it's about a 17-minute walk to the gorge entrance. Be aware that bus schedules are not fixed, so inquire locally about departure times.
