Take a guagua (local bus) from Samaná to Las Terrenas. Once in Las Terrenas, you can hire a motoconcho (motorcycle taxi) to take you to Río los Cocos Beach. Alternatively, you can look for a public carrito (shared taxi) heading in that direction and ask the driver to drop you off at the beach.
