Walking
If you are in the Zona Colonial area, head towards Calle Las Damas, which is a historic street nearby. Continue straight until you reach the intersection with Calle El Conde. Turn left onto Calle El Conde and walk until you reach the Parque Colón, which will be on your right. From Parque Colón, you can see the Cathedral of Santa María la Menor. Continue walking straight until you reach the intersection with Avenida de la Independencia. Turn right and walk a few blocks until you reach the Avenida de la Paz. Fuerte del Ángulo will be located on your left side after a short walk, near the water's edge.

Public Transport
From Parque Colón, you can take a motoconcho (motorcycle taxi) or a public bus heading towards the Malecón area. Inform the driver that you want to go to 'Fuerte del Ángulo'. The motoconcho will drop you off at the closest point to the fortress. From there, you will need to walk a short distance towards the water; Fuerte del Ángulo is marked and visible from the main road.
