If you are starting from the Tallinna Raekoda (Tallinn Town Hall), head towards the main square (Raekoja plats). From there, exit the square towards Pikk Street. Continue walking straight until you reach the intersection with Harju Street. Turn left onto Harju Street, and continue walking until you see Harju Street Park on your right at Harju 38.

Public Transport
If you are near the Tallinn Bus Station (Tallinna Bussijaam), take tram number 1 or 2. Get off at the 'Vabaduse väljak' (Freedom Square) stop. From there, walk towards the Freedom Square and the entrance of Tallinn's Old Town. Once you reach the Old Town, follow the path leading to Harju Street. Turn right onto Harju Street after passing through the Old Town, and continue until you reach Harju Street Park at Harju 38.

If you are at the Balti Jaam Market, exit the market and head east towards the nearby train tracks. Cross over the tracks and continue straight until you reach the main road (Liivalaia Street). Turn left and walk towards the Old Town. Follow Liivalaia Street until you see the sign for Harju Street. Turn right onto Harju Street, and Harju Street Park will be on your right at Harju 38.
