If you are near the Khandagiri Caves, start walking towards the Khandagiri Chowk. From there, you can take a left onto Janpath Road. Continue straight on Janpath Road for about 2 km until you reach the intersection with Forest Park Road. Turn right onto Forest Park Road, and after a short walk of about 500 meters, you'll find Biju Patnaik Park on your right side. The park entrance is marked, and you can see the main gate from the road.
