If you are starting from the Douglas Promenade, walk towards the north along the promenade. As you stroll, you will enjoy views of the sea on your right. Continue walking until you reach the junction with Harris Promenade. The Douglas War Memorial is located at the end of Harris Promenade, right next to the sea. It is a prominent structure, so you won't miss it.
