If you're starting from the Caesarea National Park entrance, head directly towards the main pathway leading into the park. Continue straight for approximately 10 minutes until you reach the ancient ruins. From the ruins, take the path to your left, which leads to the Mediterranean coast. Follow this coastal path for another 5-7 minutes. You should see the Caesarea Obelisk in the distance, a prominent structure.
