Walk down Via San Cesareo until you reach the intersection with Via dell'Accademia. Turn right onto Via dell'Accademia and continue straight until you reach the intersection with Via Marina Piccola. Turn left onto Via Marina Piccola and follow it until you see the signs for the 'Ruderi della villa marittima di Pollio Felice'. The ruins are located along the coastline and should be easily visible as you approach.
