From Harima, take the JR Sanyo Line train towards Kobe. Depending on where you are in Harima, you may need to transfer trains, but generally, you will arrive at 'Kobe Station'. From Kobe Station, take the city bus (No. 60 or 70) or walk for about 15 minutes to reach the Kobe City Hall located at 6 Chome-5-1 Kanocho, Chuo Ward, Kobe. The bus fare will typically cost around 210 yen.

If you arrive at 'Sannomiya Station' (which is a common stop on the JR Sanyo Line), exit the station and head towards the east.
