Car
From Harima, get onto the Sanyo Expressway (Sanyo Road) heading towards Kobe. Use the exit for 'Kobe' and follow the signs for 'Kobe City Center'. Once in the city, look for parking near the Kobe City Hall. The observation lobby is located on the 24th floor of the Kobe City Hall building at 6 Chome-5-1 Kanocho, Chuo Ward, Kobe. Be prepared for parking fees, which may vary depending on the location.
Public Transportation
From Harima, take the JR Sanyo Line train towards Kobe. Depending on where you are in Harima, you may need to transfer trains, but generally, you will arrive at 'Kobe Station'. From Kobe Station, take the city bus (No. 60 or 70) or walk for about 15 minutes to reach the Kobe City Hall located at 6 Chome-5-1 Kanocho, Chuo Ward, Kobe. The bus fare will typically cost around 210 yen.
Walking
If you arrive at 'Sannomiya Station' (which is a common stop on the JR Sanyo Line), exit the station and head towards the east. Walk along the main street (Kawaramachi-dori) for about 10 minutes until you see the Kobe City Hall on your left. The observation lobby is accessible from the main entrance of the building.
