There is parking available nearby, but fees may apply, so be prepared for potential parking costs.

For those using public transportation, start by taking the JR Sanyo Line from Harima Station to Kobe Station. This journey takes about 30 minutes. Once you arrive at Kobe Station, transfer to the Kobe City Subway and take the Seishin-Yamate Line. Get off at the Nunobiki Garden Station. From there, it is a short walk to the Observation Deck. Make sure to check the subway schedule in advance, as train frequency may vary. Also, keep some coins handy for fare payments, which may cost around 400-600 yen depending on your starting point.
