If you are driving from central Hitachi, take Route 6 heading south towards Mito. Continue on Route 6 for approximately 45 kilometers until you reach the junction for the Joban Expressway. Merge onto the Joban Expressway heading towards Tokyo. After about 80 kilometers, take the exit for Ueno and follow the signs towards Chiyoda City. Once you enter Chiyoda, follow the signs to Kokyo-mae Hiroba. There is limited paid parking available near the park, which may cost around 300-500 yen per hour.

To reach Kokyo-mae Hiroba via public transportation, first head to Hitachi Station. From Hitachi Station, take the JR Joban Line towards Tokyo. After about 1 hour and 15 minutes, get off at Tokyo Station. From Tokyo Station, you can either walk or take the Tokyo Metro Marunouchi Line. If walking, exit the station and head northwest towards the Imperial Palace. Kokyo-mae Hiroba is located just outside the east gardens of the Imperial Palace. If you choose to take the subway, take the Marunouchi Line from Tokyo Station to Otemachi Station, then transfer to the Chiyoda Line and go one stop to Nijubashi-Mae Station. The park is a short walk from there. Train fares will vary, but expect to pay around 2,500 yen for the entire journey.
