If you are near Kyoto Station, take the Karasuma Line subway from Kyoto Station to Karasuma Oike Station. The ride takes about 5 minutes. Once you arrive at Karasuma Oike Station, take the Exit 1 or 2, which will lead you to the intersection of Karasuma and Oike Streets.

From Karasuma Oike Station, walk north on Karasuma Street for about 300 meters. You will come to the intersection with Nakahoricho. The Karasuma Oike ruins, Heian-kyo mark is located at Nakahoricho, Nakagyo Ward, Kyoto, 604-0844, just a short walk from the station.

From Kyoto Station, you can also take bus number 205 or 17. Get off at the 'Oike Karasuma' stop. The bus ride will take approximately 10 minutes. From the bus stop, walk a short distance north to Nakahoricho, where the Karasuma Oike ruins, Heian-kyo mark is located.
