If you're driving, start from Noto City. Take Route 249 north towards Wajima. After approximately 30 minutes, you will reach the junction with Route 160. Turn left onto Route 160 and continue for about 10 minutes. Then, turn right onto Route 8 and follow the signs towards Tsukumo Bay. The bay is located at 5-111 Ossaka, Noto, which you will find on your right side after driving for about 5 minutes on Route 8. There is parking available near the bay.
