Find the nearest bus stop in Jurmala. Buses heading to Riga are frequent. Take bus number 1, 2, or 3 that goes to Riga. The bus ride will take around 30-40 minutes. After getting off at 'Riga Central Bus Station', walk towards 'Brīvības iela' and then take a left onto 'Smilšu iela'. The Powder Tower will be on your right at Smilšu iela 20.
