If you are in the city center, head to the nearest bus stop and take the Bus No. 99. This bus will take you directly to the Tasik Perdana area. After about 20-30 minutes, alight at the 'Tasik Perdana' stop. From there, walk towards Jalan Cenderawasih; the KL Bird Park will be on your left side, just a short 5-minute stroll.
