Head northeast on Calle 16 de Septiembre towards Avenida 5 de Febrero. Continue straight until you reach the waterfront along the Malecon. Turn left to follow the Malecon, and walk until you reach the Muelle de Pescadores, which will be on your right.

From the central bus terminal (Terminal de Autobuses de Veracruz), take any bus heading towards the Malecon. You can ask the driver to drop you off near the Malecon. Once you get off, walk along the waterfront. Head towards the east side, and you will find Muelle de Pescadores after walking a few blocks along the Malecon.
