If you're starting from the center of Bemidji, head south on Paul Bunyan Dr NW/US-71 S. Continue for about 5 miles and then merge onto MN-197 W. Follow MN-197 W for approximately 7 miles until you reach the sign for Mississippi Headwaters State Forest. The entrance will be on your left. There's no entrance fee, but be sure to check for any parking fees if you plan to park at specific sites.
