From Duluth, take I-35 N towards Cloquet. Continue on I-35 N for approximately 20 miles until you reach exit 240 for MN-210 E. Merge onto MN-210 E, which will take you directly towards Carlton. After about 10 miles, you'll see signs for Jay Cooke State Park. Turn left onto Highway 210 E, and follow the signs for the park entrance, located at 780 E Hwy 210, Carlton, MN 55718. Expect a parking fee of $7 for Minnesota residents or $10 for non-residents.
