If you are at the La Condamine Market, head southeast on Rue Princesse Caroline towards Rue du Port. Continue straight until you reach the harbor, then turn left onto Quai des États-Unis. The Circuit de Monaco is located at 11 Boulevard Albert 1er, right across from the waterfront.
Public Transport (Bus)

From the La Condamine Market, head to the bus stop at Place d'Armes. Take bus line 1 or 2 towards Monte Carlo. After about 5 stops, get off at the stop called 'Monte Carlo - Casino'. From there, walk down Avenue de Monte-Carlo towards Boulevard des Moulins, and continue onto Boulevard Albert 1er. The Circuit de Monaco will be on your left.
Walking

If you are near the Chapelle de la Visitation, exit the chapel and head northwest on Rue de la Visitation. Continue straight until you reach Rue des Remparts. Turn right and walk until you reach the intersection with Boulevard Albert 1er. The Circuit de Monaco will be straight ahead at 11 Boulevard Albert 1er.
