If you are in the Larvotto area, head towards the coastline and walk along the Promenade des Plages. Continue walking west, passing by the beautiful beaches until you reach the end of the promenade. You should see the entrance to Port Hercule straight ahead. The walk should take approximately 20 minutes.

From Larvotto, you can take bus line 1 from the Larvotto bus stop. Board the bus in the direction of the Monaco Casino. After about 5 stops (around 10 minutes), disembark at the 'Place des Moulins' stop. From there, walk downhill towards the harbor, and you will reach Port Hercule in about 5 minutes.
