From the center of Perast, head southeast towards the waterfront promenade. Walk along the promenade until you reach the bus stop at the main road (Jadranska magistrala). This should take about 10-15 minutes. Once at the bus stop, take a local bus heading towards Cetinje. The bus ride will take approximately 30 minutes. After you arrive in Cetinje, disembark at the main bus station. From there, you can either catch a taxi or use a rideshare app to reach Lipa Cave. The cave is about 15 minutes away from the bus station by car.
