If you're in the center of Eindhoven, head towards the main square, which is called 'Stadhuisplein'. From the train station, exit onto Stationsplein and walk straight ahead. Continue walking straight for about 10 minutes until you reach the intersection with Mathildelaan. Turn left onto Mathildelaan and continue until you reach Stadhuisplein. The Stadhuis Eindhoven (City Hall) is located at Stadhuisplein 1, which is directly in front of you. It's a prominent building that you won't miss.
