Walking
If you are starting from Utrecht Central Station, exit the station and head towards the main entrance. Once outside, turn left and walk straight down the Vredenburg street. Continue walking for about 10 minutes until you reach the end of Vredenburg, which will lead you to the Vismarkt square. From Vismarkt, take a right onto the Stadhuisbrug and continue straight for about 5 minutes. The Stadhuis (City Hall) will be on your left at Stadhuisbrug 1.

If you are at the Dom Tower, exit the tower and head down the Domstraat. Walk straight for about 5 minutes until you reach the Janskerkhof. From there, take a left onto the Korte Jansstraat. Continue straight, and you will see the Stadhuis across the canal. Walk towards the Stadhuisbrug and cross the bridge. The Stadhuis will be directly in front of you at Stadhuisbrug 1.
