From the main entrance of Ash Meadows National Wildlife Refuge, head southwest on Ash Meadows Rd toward NV-373. Turn left onto NV-373 S and continue for approximately 9 miles. Turn right onto Devil's Hole Rd. Follow this road until you reach the Devil's Hole parking area. Note that there may be a small entrance fee for the Death Valley National Park area if you enter from this point.
