If you prefer cycling, you can rent a bike from one of the rental shops in Dunedin. Cycle from the city center to the Otago Peninsula. Follow the signs toward the Peninsula and keep an eye out for the Sandfly Bay track. The ride is about 20km and will take around 1-1.5 hours. Once you reach the track, lock your bike at the designated area before walking down to the beach.
