If you are in the city center of Legazpi, start at the Embarcadero de Legazpi. Exit the Embarcadero and head east along the main road (Rizal Avenue). Continue walking for about 1 km until you reach the intersection with Legazpi Boulevard. Turn left onto Legazpi Boulevard and keep walking for another 1 km until you reach the traffic intersection at the corner of Daraga - Legazpi City - Tiwi Road (also known as the Albay District Hospital intersection).

From the Embarcadero de Legazpi, you can take a tricycle directly to Kalayaan Park. Simply tell the driver you want to go to Kalayaan Park located at 4500 Daraga - Legazpi City - Tiwi Rd. The tricycle ride will take about 10-15 minutes depending on traffic, and the fare should be around 20-30 PHP.
