If you are starting from the Vigan Cathedral, walk east along Calle Crisologo until you reach Quirino Boulevard. Turn left and continue straight for about 10 to 15 minutes. Arce Mansion will be on your right at #87 Quirino Boulevard.

From Plaza Salcedo, you can take a tricycle to Arce Mansion. Just tell the driver to take you to #87 Quirino Boulevard. It should take around 5 minutes. Be sure to ask for the fare beforehand.
