If you are starting from the Setúbal city center, head towards Praça do Brasil. From there, walk along Avenida Luísa Todi until you reach the intersection with Rua da Liberdade. Turn right onto Rua da Liberdade and continue straight. This street will lead you towards the waterfront area.
