If you are in the city center of Drobeta-Turnu Severin, start at the main pedestrian street, Strada 1 Decembrie 1918. Head west towards Bulevardul Mircea Eliade. Continue walking straight until you reach the intersection with Strada Decebal. Turn left onto Strada Decebal and walk straight for about 1 km. You will see the Bust of Decebal located at Strada Decebal 41 on your right side. It is a prominent historical landmark, so it should be easy to spot.
