If you are driving, start from the center of Târgu Neamț. Head southeast on Strada 1 Decembrie 1918 towards Strada Cetății. Continue straight for about 1 km until you reach Strada Cetății, where you will see the Neamț Citadel on your right. There is parking available nearby.
Public Transportation

To reach the Neamț Citadel via public transportation, take a local bus from Târgu Neamț central bus station heading towards 'Cetatea Neamț' (Neamț Citadel).
